Description: This shrubland association is currently only described from Oregon but may also occur in California. Additional global information will be added as it becomes available. It is common throughout the Deschutes Cascades and Winema Cascades physiographic areas but is absent eastward. Landforms occur in moderately high-elevation, low-gradient, headwater basins with cold, poorly drained soils and moderately short growing seasons. Sample plots were located at on the Winema National Forest and Deschutes National Forest. Microtopography is slightly undulating. Soils are wet, cold, deep, organics composed of sedge and woody peats. Soils are saturated season long, and the available water-holding capacity is very high. Water tables are at or slightly above the soil surface through much of the growing season and are still within 0.5 m of the soil surface in September. Vegetation is dominated by short shrubs (less than 1 m tall) and a sward of <i>Carex aquatilis var. dives</i>. <i>Vaccinium uliginosum</i> and the dwarf form of <i>Salix eastwoodiae</i> are the dominant shrubs. Dwarf forms of <i>Salix boothii</i> and <i>Salix commutata</i> are often present and their physiology is very similar to <i>Salix eastwoodiae</i>. Two sampled stands have significant cover of <i>Betula nana</i>, again in a dwarf form. Grasses and forbs are very inconspicuous. Dwarfed <i>Picea engelmannii</i> and <i>Pinus contorta</i> may be scattered through the stand on hummocks but are not representative of the site as a whole.
